I live in Australia so maybe it's a connection to the servers thing, but i'm getting a 109kb/s / 1024kb, so it's taking forever to download mods for Fallouts and Skyrim. Some mods go higher than the average of 100kb, but it's still slow regardless.

I'm getting an odd issue where I have paid for premium download speeds, and get those when I am manually downloading from the nexus server. However if I use "download with manager" option, it drops below the 1mb /s cap and will stay under 300 KB/s at best. I've tried letting it through the firewall but I'm unsure of what else could be the problem. Downloading via my browser manually is quicker @_@ Manual downloads come from a Mirror. NMM downloads are from their servers. I've discovered the more popular mods that I use are on Bethesda.net. They download stupid fast from there.
